I'd say vehicle manufacturer - that is, in effect, the power generator and the part that determines how the power is delivered and any limited protection it provides. The V2L lead is usually little more than a plug and socket, some wire and a resistor.
Might be plucking at straws here, but could it be that when you were in the vehicle the HVAC was turning on and off, and hence using much of the power?

Hmm. Then it would appear you have no knowledge of electrical safety protection systems. Being in France you are fortunate that you are likely to have a TT earthing arrangement which makes earthing of self-generated power easier than in the UK where many houses have a TN-C-S system.
