Depends on what was left in the vehicle by the previous owner/ owners if there's no charging cables you could always try and get the seller to supply one as part of the deal.

First thing I always do is turn off charger at fuse box mine has a separate fuse for this then turn on again. Userley works. If not can you contact the charger manufacturer.
