Anyone know what this is?

Anyone know what this is hanging fom the front underside of my Gen2 ZS? Doesn't seem to affect the car other than the horrible scraping noise from it dragging along the road.

Looks like some soundproofing/insulation.

The plastic tab at the bottom will probably push back into the hole it came out of.
