Yes, as long as it is rated at 13 amps (preferably with 2.5mm cable thickness).

Yes, but make sure you fully unwind it and it has the correct rating you can get them with a built in RCD.
There are a few threads about granny EVSE units, just put a few words in the search bar. You may not like some of the reports.
Can you get a 7kW EVSE installed?
