Note that the door lock mechanism requires a powered keyfob to work so the key factor is that you cannot use the app to lock the car without the horn sounding.
I assume that when you power down the car from the infotainment screen and leave the car you can lock it using any method with no horn sound. Is that true?
And that when you do not power down in the car the horn sounds but the car does power down and lock. Is that correct?
If you are ok with the action you could try disconnecting the negative terminal on the 12V battery to force the software into a base state, wait 10 minutes and then reconnect. NOTE you will need to carry out steering wheel and windows resetting actions afterwards and you will initially see warnings that will go away after time. See the instructions in the MG4 Wiki. This has been known to cure some problems.
