That is indeed the sign that the EVCC update (that fixes the Tesla bug) has not been done. The version number that you can see are just for the infotainment system and don't seem to be of any real use.
It might be one of the things that is better in the FL. The auto main beam seems quite good in mine. The only problem time is driving in the fog when main beam isn't very helpful.
It was definitely possible earlier than that because I remember discussing it with my dealer in the second half of 2023 and negotiating that they would include it with my first service in early January 2024.
There really isn't any way to tell other than trying it at a charger that the app says is available. (I think that Tesla sometimes reserve specific chargers by marking them as out of service in the app for non tesla owners)
It shouldn't be necessary but it can sometimes be helpful to lock the car after plugging in. It locks the cable to the car and makes sure that you have a solid connection.
I think it is possible to get them to include it with the price of a service. They need some income to cover the time the car is in the workshop but once its there the update doesn't take long and doesn't cost them anything.
Someone else should confirm this but I think that if yours is the long range model there is a chance that you already have the right hardware and that a software update is all that is needed.

You tell the app which charger you are going to use and plug the charger in. Everything else generally happens automatically. Sometimes it helps to lock the car - this locks the cable into the car socket. What did the car say about the charging status? Mine used to say something about...
While this is mainly true and useful, the changes for EV's were known about before I bought my car 2 years ago. It is a bit of a stretch to call them "car tax VED rates introduced by Rachel Reeves".
It doesn't have the sort of internet connectivity that would be needed for speed limit data. It has just enough to run the iSmart app and even then the connection is patchy.
