Happens on mine if the weather is exceptionally cold (as recently) it has never changed colour depending on charge left. I ran mine down to 8% (gulp) the other day and the bar was still green.

Can you use any Tesla charger or only the open ones? I'm pretty lucky I have an open one, 350kW, near me (Mour Hotel, Annesley), cheap as chips compared to other super chargers.
