5000 revs on freeway

Hello,
I have just bought an MG zs hybrid + and when I put the regulator on on the freeway, it sometimes (regularly) goes up to 5000rpm...is this normal? When I take the regulator off, everything's fine.

What is a regulator? Never heard of that.
