I was always led to believe that the film on the glass was part of the triplex coating in case the window broke to stop it shattering into millions of pieces.
That film is there but it's inside sealed between 2 sheets of glass.
In cast of breakage it helps to hold it together. Usually for windscreens, known as laminated glass.
Toughened glass is that which is normally fitted in rest of windows and shatters into millions of pieces. Wouldn't want that hitting you in the face.
