This suggests the 20 sites opened to all on 29th of April this year have until the 29th of April next year to comply and so can stay open till then. Good news for some if true.

I think it's saying older units will be upgraded over the next year and may even stay open to all in the mean time. Time will tell.
I did read a post somewhere that suggested Tesla are not able to open any of them that are in Welcome Break services, as it would reduce the profits from Welcome Breaks own chargers. This takes out a large number of the on-line service stationsIt wasn't clear from what I read if this will apply to all V2/V3 sites, so anyone's guess whether we'll get some further existing sites switch to non-Teslas that have never been publically available before.

As you say, not a major problem nowadays, just a slight cost and convenience issue.
Had this incident with a Tesla the other day. Guess they thought nothing would match them off the line. Does show how rubbish the brakes were as they overshot the red light.
