... tells me that the Infotainment was upgraded to R63 via USB but the laptop wasn't connected so the config via SIPS wasn't done. (The slider not working is the big clue). Therefore this might also explain the issues with the messages.

@jdb12345 go back to your dealer and tell them to complete the update properly. Earlier versions of the Infotainment could be updated by USB alone, but certainly since R63 (and maybe R59) they need to run the SIPS software on their laptop (connected to the car) to complete the configuration.
