No. It's against the law for a driver to be able to see a screen playing video, even if they're not watching it.
I would agree with you that it shouldn't be allowed but I can't find it officially anywhere ... to be honest, switching to EV last month, I still suffer from information overload... too many beeps, flashes and screens ...(maybe I got old without realising), definitely don't need any extra on the screen ...
the only comment I found was on "devices", if there is anything on playing videos by a passenger that anyone could point me to, please share, I really wouldn't like to get penalty points over that ...

Using a phone, sat nav or other device when driving
It’s illegal to hold a phone or a sat nav while driving - you'll get penalty points, a fine and can be banned from driving.
p.s. maybe they get you on not being in control of the vehicle or driving without due attentions or something similar ... like that lady fixing her lipstick and driving ...
