Looks like they, concentrated on a more classy car instead of range.
200 miles from 38kWh isn't exactly short ... that's >5 miles per kWh! But that's 200 miles (or 332km to be precise) per the MIDC test protocol - I've no idea how that relates to WLTP, although the article below has some info. I'm guessing that MIDC is similar to NEDC in the US, where the theoretical range is way more than actuality, and even more wildly out than WLTP.

 
As per my earlier post, that's wildly overestimated ... the MIDC standard seems to be like the US's old NEDC standard, both of which overestimate even more than the WLTP standard. I'd imagine that real world range from 38kWh would be 150 miles at best, probably nearer 120 miles.
 
Although this is aimed at India so they're less likely to get really cold conditions. :) (Except in the mountains in the north).
