No, the LOU is a "List of Updates", it doesn't know which version got installed.
You can recover that from the BOM (i.e. production record of the vehicle) plus the update log.
Dealers are able to query past updates but that does not mean they are willing to provide you that list
I don't think SIPS allow recoding of an already coded unit. That is technically done to prevent part theft.
You have to corrupt the module firmware so bad that it doesn't recognise the old VIN as being written anymore.

Tech support resolved the "user logged in problem" and extended period.
But its not possible to reprogram or replace the unit (FDR) with wrong VIN,
