Because it's the logical way to do it as the metric system is scalable, we use L/100km in metric and the equivalent to that is Kw/100km. Your miles to the gallon works backwards because that's the only way the imperial system could make sense.

Let it be and heat and dry the lock parts with a hairdryer (or park it in an under ground carport for a bit), when you can. Then apply a some silicone spray/grease in to the lock (do not spray on the paint) and on the charge door rubber. Should fix it for a bit. My charge door froze open today...
