The battery heater is primarily for heating the batteries to prepare them for charging, when the outside temperature is low.
I dont think there is any benefits to running the heater any other time, except for that.
The heater will definitively reduce the range by a bit, so should only be used to heat the battery when it's cold and you need to charge.
The reason for this, is that a cold battery is not going to accept as fast of a charge as a warm battery does. So you might sacrifice 3 miles or range, but gain 20 minutes less charge time, in case you stop at a fast charger and want to charge the battery as fast as possible to get going.
