car plug lights on without charging?

Is there a situation for the car plug lights to be on without the charger conneccted other than when charging?

I opened the lid after some passing problem with the back doors (I could't open them nor the charger lid) and the lights or leds were on.

Same here, when you open the charger door the lights are on to show state of charge. I belive each light is 25%, but I don't think they turn off until the whole 25% is used.

IIRC blue when you open the door and green when you plug the charger in (or vice versa ?).

Almost white when you open the door (so you can see an estimation of the current charge level).
Blue when you plug in a charge plug.
And Green when charging starts.
