And remember the cable has to be a three phase cable to get 11kw if the car can accept it otherwise it will be lower on a single phase cable.
It also depends on the current capability of the cable itself. If the cable is rated at 16A then you only get 3kw ish per phase. So if your car as a 7kw single phase charger, then the 16A cable will limit it to 3kw(ish) anyway.

So the number of phases the EVSE can provide, the number of phases that the car charger can accept and the cable (no of phases it connects and the current capability) ALL affect how much energy you can get. This figure will be further reduced depending on the battery charge status and temperature to name but 2 things.

The EVSE/car system is setup to use the lowest common denominator to keep things safe. This is why the charging rate is often lower than owners expect.
 
AS for which are open Tesla, the Tesla app knows you have a non-`tesla and will show only open Tesla chargers. If I am planning a longer journey I will often confirm with Zap Map and use Chat to confirm that non teslas have charged there.

No they didn't. Newport Pagnell superchargers for example are Tesla only.
