Whatever the legal implications, it is extremely common for people to transport their pets without restraints. It is common for all sorts of laws and rules to be more honoured in the breach than the observance.
There will be a variety of views on the matter - but the Op is simply asking about size of the boot for their dogs - so if we can stick to specific recommendations, which can include full restraints and crates, that would be helpful.
I'd be much more interested, for example, to see a link to a crashproof crate, rather than debate what people SHOULD or should not do.
