So maybe putting some relevance on it might have been helpful rather than just blind quoting the text. Maybe if you'd said 'many of us can't use this due to the highway code rule on leaving an engine running on public highways' would have been clearer and more descriptive to others.

The car will not move when it's running via the app unless you have the key with you. I tried this out, when the keys were in the house.

If you use the app remotely to warm the inside of the car on a frosty morning to 'defrost' the windscreen, where does the heat get generated?
As far as I know, you can't start the engine remotely, which is the main heat source for the car. I know you can heat the seats and the steering wheel, but that's electrically generated heat independent of the engine running.

When the cabin heater calls for heat the system automatically starts the engine. This is the reason for mpg dropping in the colder periods, as the engine runs more often to keep the cabin heater provided with hot water from the coolant system to heat the cabin. When using the app to pre heat the cabin, the engine will start, the doors all remain locked and the transmission is 'offline' so the car cannot move, or doors be opened until you go to the car with the key.

The engine does start remotely to warm the cabin but there's no option to warm up the steering wheel up.

Agreed. I am wondering if rule 123 does apply. It is an environmental consideration, about engine idling. Does the heater run off the battery, or does it start the engine?

Rule 123 also links to Sec 98 about idling causing noise and Sec 107 about safety and security, of the Construction & Use Regs. Does the car stay locked?

If it stays locked and does not turn the engine on, then no rule or regulation has been broken.

I jsut dropped the car off, I was hoping they'd lend me the Cybersmart for a week, no such luck, same model as ours 525 miles on it same colour.

It's gone in for this.
