Possibly because they were 3 phase, and the 32 A cable is single phase?In my case, the 16A cables were more expensive for some reason,
But from your latest picture, 3G6.0mm² means three phase, I believe. [ Edit: Duh! How can that be? Brain spasm. As pointed out below, this means L1, N, and E are 6 mm². That's quite generous for earth, which possibly threw me off. ]
The other thing is to measure the resistor in the cable, from proximity pilot to ground, at the EVSE end. [ Edit: actually, it looks like it's only the EVSE end that is monitored, not the vehicle end. The vehicle just needs to see come conductivity to know it's connected, I think. ] If it's wrong, it could be limiting the current. Though even 1k5Ω (implying 13 A per my notes) would allow about 3 kW per phase.
I wonder if the EVSE isn't wired properly for three phase? That's not an easy thing to check safely, unfortunately.
