There always IS 99% of the time !.And kinda blocking the disabled bay also.... I bet there was lots of parking in the car park also...
It looks to me like there is someone in the driving seat with their hand on the wheel - not parked and left.

Except no CCS cable is long enough to reach over another car.I would have parked so close they could not open the driver door, and flung the charging cable over the roof. ??

If I had needed a charge, I would have gone inside and asked to speak to the services manager and asked them to make an announcement if there is a tannoy asking the owner to move it. Otherwise I would have asked them to give a ticket if they do that.
I would have tried to get as close as possible so I could plug in, even if I had to park mm from the other car.
And I would have left a large note on the windscreen with swear words in it.
i used to carry large sticker's that looked like a parking ticket and would stick it over the drivers window if they parked in a disabled bay by god it took ages to get them off,,niece was disabled and i got sick of people parking in disabled spots that showed no blue badgesExcept no CCS cable is long enough to reach over another car.

Pet hate of mines as well. Being a disabled driver I get used to arseholes blocking blue badge bays was hoping that would change when I get my EV obviously notAnd kinda blocking the disabled bay also.... I bet there was lots of parking in the car park also...
